Key Points

Wales is one of 12 regions committed to hitting the 20.20.20 target of the European Union.

Each region will demonstrate its commitment via policy development and sustainable energy actions.

The Regions 202020 network will be grown initially via the twinning of each of the pioneer regions with another willing region.

The project is part of the Intelligent Energy for Europe programme and is led by ECNet from Denmark. Severn Wye Energy Agency Ltd (SWEA) , with the support of the Welsh Assembly Government, is representing Wales within the project. The other pioneer regions are:-

Aims

The objective is for the pioneer regions to demonstrate effective policy and progress towards the achievement of the 202020 Target - 20% energy use reduction and 20% renewable energy production by the year 2020. The regions will place significant emphasis on the encouragement of constituent communities to commit to the "Covenant of Mayors". There will be exchange of experiences in determining good practice and effective responses to the imperative for action. A second phase of activity is to expand the Regions 202020 network by:

Activities

Severn Wye Energy Agency is responsible for the day-to-day management of ENNEREG project delivery in Wales but most of the significant activity in actually delivering the energy targets is implemented by a host of others. Severn Wye will be using existing policy initiatives and liaising with existing networks and partnerships in order to deliver the ENNEREG programme. The intention is that the project will instigate around 15 new Sustainable Energy Projects over the first two years of the project. These have been developed in conjunction with the Assembly Government and others and will be delivered with varying degrees of direct assistance from Severn Wye.

Dissemination both within each region and across Europe are key to the success of the project. Severn Wye will be delivering much of the dissemination activity within Wales and contributing to activity at a Europe-wide level. Within the partnership of regions there will be a strong emphasis on learning from each other. The opportunity for Wales to benefit from experience in other regions will certainly not be ignored.

The region with which Wales will be twinned was not established at the start of the project but it is a reasonably early objective to identify it. It will be the role of Severn Wye to explain activity in Wales and the processes by which progress towards the 202020 targets is being made.

Sustainable Energy Projects

The first 7 Sustainable Energy Projects are now underway and information is currently being gathered so that it can be disseminated at a Regional and European level.

Twinning & Replication

Part of the ENNEREG project is to encourage replication of the Sustainable Energy Projects across Europe. As such, 12 Twin regions will be identified by the project partners. Twin Regions will receive direct assistance via a one-to-one partnerships with an ENNEREG Pioneer Region and will learn from and share experiences of other ENNEREG Twins and Pioneers.

As of October 2011, Wales has finalised details and is now twinned with the Mid West Region of Ireland. Andy Bull of Severn Wye Energy Agency attended a workshop in Limerick on the 3rd October 2011 hosted by the Mid West Regional Authority where he gave a presentation outlining the work of ENNEREG, along with many other sustainable energy projects running throughout Wales – download presentation here.

The event was also attended by the Limerick Clare Energy Agency, and the Mid West Regional Authority.

The Limerick Clare Agency aims to provide energy solutions for sustainable development in the region. The agency will provide energy services to all economic sectors and the general public, promoting and facilitating efficiency and sustainability in the production and consumption of energy.

The Mid-West Regional Authority is one of Ireland's eight Regional Authorities established by the 1991 Local Government Act and came into existence in 1994. Under the Act, the Regional Authority has two main functions: to promote the co-ordination of public service provision and to monitor the delivery of the National Development Plan & EU Structural Fund assistance in the Mid-West region.

The Mid-West Regional Authority coordinates between the four local authority areas of Counties Clare, Limerick & North Tipperary and Limerick City.

Sustainable Energy Action Plan - SEAP

Each participating member is required to produce a Sustainable Energy Action Plan (SEAP). The SEAP should include a strategy to 202020, identify regional targets forecasting the resources needed to reach these targets and should also include a monitoring plan.
