This project has been developed by Severn Wye Energy Agency and funded by Stroud District Council. This aspect of work is one strand of Target 2050, an overall strategy to address climate change through actions in the domestic, business and community sectors in the district.
The community strand of Target 2050 encompasses the CHEERS programme (Community Hall Energy Efficiency and Renewables Scheme), which has now completed its second year. CHEERS offered free energy audits to community buildings, as well as follow-up support and limited capital grants to help implement some of the measures recommended.

Existing national and local programmes currently support the installation of low cost, short payback energy efficiency measures, but these measures alone are not enough to achieve the 80% CO2 reduction aspiration by 2050. As well as introducing these less well known technologies to community buildings, the project will simultaneously develop a suppliers network within the local area, aiming to improve communication between existing companies and to make non standard measures more accessible in the future.
Interest was high, and CHEERS was once again over-subscribed during last year's round. The 20 eligible community buildings were surveyed between August-December 2008 and have received their reports. Applications for grants have closed, and the project is in the final support and follow-up phase.
