The aim of the project is to establish and implement a climate change action plan in each community as a joint agreed document with key community stakeholders, such as utilities, buildings owners, and transport companies, the municipal/district council and NGOs, as well as politically accepted in the community.
The proposal at hand takes an innovative approach to shape the conditions necessary for the implementation of the action plan. First, a broad assessment of the energy situation in each community (e.g. region, district or municipality) will give an overview of energy issues, relevant actors, barriers and opportunities. The added-value of this analysis is that it yields practical data at community-level and builds upon previous experiences. This is important, since these insights will be the basis for a community-based energy strategy and action plan agreed upon by key community stakeholders. The plan will include concrete actions, such as investment plans for appropriate technological innovations as well as communicative activities like training and awareness campaigns to involve the whole community.
