Financial & Support Instruments for Fuel Poverty in Social Housing

Financial and Support Instruments for Fuel Poverty in Social Housing (FinSH) was a 30-month project, supported by Intelligent Energy Europe. The project seeks to provide information to social housing providers to support improvements in sustainable energy use and reduce the risk of energy poverty in existing housing.

Key Points

Against a background of rising fuel prices and the increase in the number of households which are struggling to pay for their energy bills, FinSH will reviewed existing financial products that could be used to fund retro-fit sustainable energy measures for social housing, and produced guidance on financial and other relevant support mechanisms.

FinSH Project Profile

Aims

The project aims to develop at least 6 packages of financial and strategic support measures for social housing providers, and these are to be disseminated to more than 1,500 stakeholders. It is also intended to raise awareness and provide information to over a million people across 12 different countries.

Activities

FinSH has reviewed and collated financial and strategic support mechanisms for sustainable energy improvements in existing social housing in the 5 partner countries.

The project has also carried out a review of energy use behaviour and guidance needs of residents and other stakeholders, in order to identify some of the common barriers to retro-fit measures in the respective countries.

Severn Wye Energy Agency has used the evidence provided by the partners during the early months of the project to develop a guide for institutional partners and social housing providers which details the kind of on-going support that is needed by fuel poor households.

Other published materials will include a number of case studies that were compiled at different stages of the project.

All dissemination materials have been translated into the five languages of the project: English, French, Italian, German and Polish. The project outputs have been disseminated through the website, information events, seminars and media articles.
