Catrin has a background in engineering and has worked in sustainable energy development since 1984, when she set up an energy advice service for tenant organisations in London. She has considerable experience in training, awareness raising and strategic development at local authority level, and assisted several authorities in the development of their first Home Energy Conservation Act reports in 1996.

She was co-author in 1998 of Advice into Action, researching the evaluation of energy advice to low income households, and has led or collaborated on the development of a range of advice and educational materials, including the first Heating Advice Handbook in 1986, the "Save Energy, Save Money" video for Birmingham City Council (translated into Urdu, Punjabi, Gujerati, Chinese and Welsh), the "At Home With Energy" series for NEA, exhibitions, games and activities for schoolchildren, and materials for use in core skills adult education. She has trained over 800 people to City and Guilds Energy Awareness standard including staff of fuel utilities, insulation companies, housing professionals and voluntary organisations, and has developed and delivered tailor-made training for numerous organisations.

As an independent energy consultant, Cartin assisted Birmingham City Council in developing sustainable energy aspects of inner city regeneration work, working with technical and community liaison staff and community groups over a period of several years. Catrin joined the Severn Wye Energy Agency as Director in June 1999.
